Research on the equity of medical resource allocation in Beijing during the 13th Five-Year Plan period#br# |

Abstract Objective To study the equity of medical resource allocation in Beijing during the 13th Five-Year Plan period (2016-2019). Methods Sixteen municipal districts in Beijing were divided according to the urban spatial structure. Based on the number of permanent residents, the distribution of available beds and health personnel resources in 2016 and 2019 was analyzed. Lorentz curve and Gini coefficient were used to calculate the equity of resource allocation, and theil index was used to analyze the main factors of difference and change trend. Results The Gini coefficient of available beds in Beijing was 0.273 in 2016 and 0.288 in 2019. The Gini coefficient of health workers was 0.263 in 2016 and 0.295 in 2019. Theil index of actual beds was 0.091 in 2016 and 0.154 in 2019, respectively. The contribution rate of difference within the group decreased from 62.54% to 33.81%. Theil index of health personnel was 0.067 in 2016 and 0.07 in 2019, respectively, and the contribution rate of difference within the group decreased from 29.96% to 21.86%. Conclusion During the 13th Five-Year Plan period, the allocation of medical resources in Beijing is relatively fair, but the trend of disparity is expanding. The differences of actual beds and health personnel distribution mainly come from different regions, and the differences between regions are still increasing. Compared with actual beds, regional differences have a greater impact on the distribution of health personnel.
