Research on knowledge-capacity model of cadre’s public health emergency management |

Abstract Objective To discuss the knowledge-capacity model of cadres’ public health emergency management. Methods A sample of cadres from agencies affiliated to National Health Commission and the public health management departments of six provinces (province-level municipalities) in China were used in this study. By proportion sampling according to administrative level and post category of cadres to obtain data, this study aims to construct a reasonable and operable education and training curriculum model for Cadre’s Public Health Emergency Management. Results The Knowledge-capacity model of cadre’s public health emergency management was established. Knowledge-capacity training needs of cadres with different administrative levels and in different job categories were analyzed. A quantitative administrative level-oriented and job category-oriented training curriculum was designed. Conclusion Emergency response, monitoring and early warning, and preparedness are the common short-boards that cadres with different administrative levels and in different job categories need to make up. At the same time, when set up relevant courses, we should pay attention to need varies of cadres with different administrative levels and in different job categories. This study provides a quantitative education and training curriculum for knowledge and capacity model of cadre’s public health emergency management, which can be used as an applicable and targeted training option.
