Turkish experience in creating an integrated health service system |

Abstract Objective To Refine and analyze a series of measures for the reform of the Turkish health system, so as to seek empirical support for building a “people-oriented” medical and health service system in China. Methods Based on systematic literature review, the relevant documents, documents, bills and other contents of Turkey′s integrated health service system were searched and collected, while these contents were analyzed and researched. Results In the health reform measures in Turkey, adjusting the functions of health managers, strengthening of primary health care, integrating social health insurance, and optimizating health financing systems had been improved in terms of management efficiency, service continuity, service accessibility, and service quality, which had important value for building an integrated health system. Conclusion Turkey′s health transformation plan has improved financing equity, service accessibility and service quality to a certain extent, but it has not fully addressed the problems of insufficient investment and manpower shortage.
