Abstract Objective To develop and set precise usage and dosage rules for prescription pretrial system. Methods The precise usage and dosage were set based on the description of the medicine, the latest domestic and international instruction of prescription, and the consensus of experts, in order to complete the rules from multiple aspects. The all prescription date were selected from Changzheng Hospital, the Second Military Medical University from December 2016 to August 2017, and the average ratio of disqualified, unsuitable usage and overdosed defective prescription was analyzed. Results The average ratio of defective prescription was 19.17%, which was lower than the ratio (27.83%) before the setting the system （P = 0.019）. The ratio of unsuitable usage and overdosed defective prescription decreased （P ＜ 0.05）. Conclusion When a doctor prescribes a prescription, the pre-prescription review system runs refined rules to intercept unreasonable prescription in time, so that the ratio of unqualified prescription in outpatient decreases significantly.
