Abstract High-quality development is a concept first proposed at the 19th National Congress of the Communist Party of China. It originally referred to high-quality economic development. Later, this concept has gradually become a guiding principle for development in various fields. In June 2021, the General Office of the State Council issued the Opinions on Promoting the High-quality Development of Public Hospitals, which clarified that public hospitals should continue to advance in the direction of high-quality development. Public hospitals implement the president responsibility system under the leadership of the Party Committee, in order to realize the effective leadership of the Party on high-quality development, it is necessary to clarify the relationship between high-quality Party building and high-quality development, and improve the understanding of the relationship from their respective contents, operating characteristics, and results, in order to correctly handle the relationship between the two in the work, leading the direction of high-quality development of the hospital with high-quality political construction, guaranteeing high-quality development practice of the hospital with high-quality organization construction, and creating high-quality development environment of the hospital with high-quality style construction.
