Abstract Budget performance management is an important strategic tool to improve the effectiveness of using research funds, and scientific and effective research budget performance management will help stimulate the innovation energy of researchers, help managers make correct decisions, and promote the high-quality development of science and technology. By analyzing the problems of scientific research budget performance management in China, the author find that insufficient recognition of its importance, unreasonable management system, and lack of application of evaluation results are the key factors restricting scientific research budget performance management, and then propose countermeasures in terms of improving the recognition of the importance of budget performance, classifying and refining budget performance management, double evaluation of budget performance and project management, and establishing incentive and restraint mechanisms, so as to effectively promote the establishment of standardized and efficient budget performance management system.
