Research on the operating mechanism of China’s public health emergency management system based on actor network theory

Abstract  The public health emergency management system not only involves different subjects such as the government, patients, medical institutions, and center for disease control and prevention, but also is affected by policies and laws, it is a complex system engineering, problems in one aspect will affect the operation of the entire system. From the perspective of actor network theory, this paper analyzes the operation process of China’s public health emergency management system through translation steps, sorts out the general relationship between different actors, and summarizes the current public health emergency management system in my country. The obstacles and benefits encountered by heterogeneous actors, and suggestions for improving the operation mechanism of my country’s current public health emergency management system are discussed.
