Text analysis of hospital informatization policy based on the perspective of policy tools

Abstract Objective To analysis of hospital informatics policy texts based on a policy tool perspective. Methods Hospital informatization policies were retrieved from May 20, 2021 to August 31, 2021 on the Chinese government website, the Health Care Commission website, the Ministry of Industry and Information Technology website, the State Administration of Traditional Chinese Medicine website, and Baidu, and 128 policies were coded and categorized based on policy tools, and a three-pair two-dimensional analysis framework of policy tool-policy goal (X-Y), policy goal-policy release year (Y-Z), and policy tool-policy release year (X-Z) was constructed for quantitative analysis. Results The use of policy tools was relatively uneven, with supply-based accounting for 29.91%, demand-based accounting for 11.73%, environment-based accounting for 33.45%, and information transfer accounting for 24.91%; the structure of policy objectives was unreasonable, with infrastructure accounting for 26.52%, information content accounting for 51.62%, information security accounting for 7.86%, and information linkage accounting for 14.00%. Conclusion The ratio of each policy tool should be adjusted, the structure of hospital informatization policy system should be optimized, and the synergy between hospital informatization policy subjects and objects should be strengthened.
