Comparative study on the efficiency of for-profit and non-profit hospitals in Beijing under the background of classified management of medical institutions

Abstract:Objective To explore the relationship between the form of ownership and efficiency in Beijing under the background of classification management, and to provide a scientific basis for improving the operational efficiency of hospitals and improving relevant policies. Methods The number of beds and the number of health technicians in the hospital were used as input indexes, and total number of therapists, the number of discharged patients, and bed occupancy rate were used as output indexes. BCC, CCR models and Malmquist models in data envelope analysis were used to calculate the static and dynamic efficiency of for-profit and non-profit hospitals in Beijing from 2013 to 2017. Results In for-profit hospitals, the hospital scales and the number of medical service were significantly lower than non-profit hospital, comprehensive technical efficiency, pure technical efficiency in for-profit hospitals were lower than non-profit hospital, but the scale efficiency was higher than that of non-profit hospitals, dynamic efficiency analysis results showed the efficiency of for-profit hospital growth rate was higher than that of non-profit hospital. Conclusion For-profit hospitals should pay attention to improve the whole efficiency of pure technical efficiency for ascension, namely, pay attention to improve their management ability, pay attention to talent development strategy, appropriate scale to enhance the overall efficiency at the same time, explore the development of collectivization and differentiation, the non-profit hospitals should pay attention to promote the efficiency of scale, control the unreasonable grouth of scale.
