Abstract：With the development of science and technology and the progress of society, it is an important task to invigorate the country through science and education. Local medical colleges and universities should actively respond to the call of the state to actively develop first-class discipline construction. The quality of running a university can be measured by the use of educational funds. It is imperative to improve the use efficiency of education funds, give priority to the investment of undergraduate education funds, explore the financial management mode suitable for the characteristics of local medical colleges and establish a long-term guarantee mechanism. Based on the current situation of local medical colleges and universities, this paper explores the problems from the aspects of perfecting the system of per student appropriation, calculating the per student cost, making reasonable charges policy, strengthening the construction of financial internal control system management, finding out the existing problems and putting forward feasible suggestions.
