Abstract：With the continuous development of modern science and technology, the traditional medical record setting cannot meet the development needs of hospital information system. In order to create a good atmosphere of medical activity management, hospitals should pay attention to the application of electronic medical records, which can transform the medical record management mode and promote the reform of hospital medical quality management and medical operation management. This paper discusses the strategic environment of hospitals, the key benefits of hospital informatization construction, the scope and goal of implementing health information work, the construction work of five-level electronic medical record in hospitals, and the activities of implementing reform, aiming to elaborate the specific application and practice of five-level electronic medical record application system in modern medical administration management.
