Abstract:This paper systematically combs the relevant policy documents of innovative industrial clusters issued by the website of Torch High-tech Industrial Development Center of the Ministry of Science and Technology and the relevant data of innovative industrial clusters in China Torch Statistical Yearbook (2015-2017), analyzes the total quantity, field distribution, economic situation and innovation resource agglomeration of the pilot pharmaceutical innovative industrial clusters. The study finds that since the implementation of the innovative industrial cluster construction project, the pilot pharmaceutical industrial cluster has expanded in scale, the agglomeration effect is obvious, the proportion of high-tech industries continues to increase, and the overall innovation capability has been enhanced. At the same time, there is also a situation that the scale of individual industrial clusters is reduced, the profitability is reduced, and the concentration of innovation resources is weakened.
