Abstract：Objective To provide a theoretical basis and decision-making reference for formulating, implementing, and adjusting policies of evaluation study of health financial policy. Methods This study used a policy modeling consistency (PMC) index model to conduct an empirical study of 15 selected health financial policies at the central level. Results Based on text mining, content analysis, expert argumentation, and relevant policy research results, this study constructed a PMC index model consisting of nine primary indicators and 40 secondary indicators. The empirical study found that the evaluation results of health financial policies were generally good, including 10 excellent and five qualified. Conclusion The health financial policies of China take into account various elements needed in the policy formulation process, including a rich variety of policy types, the use of multiple policy tools, and a high degree of policy standardization. However, there is still room for optimization. Therefore, this study puts forward relevant recommendations for the subsequent development and implementation of policies in China to be more scientific and effective.
