Empirical study on the evaluation of health resource allocation and utilization efficiency of traditional Chinese medicine in Shaanxi Province based on DEA model from the perspective of revitalization and development of traditional Chinese medicine

Abstract:Objective To study the current situation and efficiency of the allocation and utilization of traditional Chinese medicine health resources in Shaanxi Province under the background of the revitalization and development of traditional Chinese medicine, and to put forward reasonable and feasible countermeasures and suggestions. Methods Data envelopment analysis (DEA) was used to analyze and evaluate the allocation and utilization efficiency of traditional Chinese medicine health resources in Shaanxi Province. Results The average comprehensive efficiency, average pure technical efficiency and average scale efficiency of eight DMU from 2013 to 2020 were 0.997, 0.988 and 0.988, respectively. Among the eight DMU, three were DEA effective, two were weak DEA effective, and three were non-DEA effective. Conclusion The health resources and utilization efficiency of traditional Chinese medicine in Shaanxi Province are generally good, but there is still a large room for improvement. It is necessary to adjust the input-output structure to make the actual scale consistent with the optimal scale. It is suggested that health administration departments and hospitals should allocate health resources according to demand, pay attention to personnel training and efficiency evaluation, and improve the efficiency of resource allocation and utilization.
