中医药传统知识在医保改革中的应用研究

摘要 “健康中国”战略将维护人民健康提升到国家战略高度，医疗保障是健康中国战略实施的总体要求和强力支撑。国家重视和推动中医药事业发展，中医药以其广博的文化内涵和技术内容，应充分发挥独特的防病治病优势和作用，提高人民健康水平，助力健康中国建设。中医药传统知识是中医药的重要组成部分，对其进行收集、整理、研究，并推广、应用于医保改革，可起到促进作用。本文从提高医保资金使用效能、强化中医治未病及康复医疗作用、增强基层医疗机构服务水平以促进分级诊疗、加强远程医疗服务能力、推广人工智能新技术合理运用、促进商业保险发展等方面，进行中医药传统知识在医保改革中的应用阐释。

Abstract：The “healthy China” strategy elevates safeguarding people’s health to a national strategic level, and medical security is the overall requirement and strong support for the implementation of the strategy. The state attaches great importance to and promotes the development of traditional Chinese medicine. With its extensive cultural and technical content, traditional Chinese medicine should give full play to its unique advantages in preventing and treating diseases, improve people’s health and contribute to the building of a healthy China. Traditional Chinese medicine knowledge is an important part of traditional Chinese medicine. Collecting, sorting out, studying and promoting it and applying it in medical insurance reform can promote it. This paper explains the application of traditional Chinese medicine knowledge in medical insurance reform from the aspects of improving the use efficiency of medical insurance funds, strengthening the role of medical treatment and rehabilitation, enhancing the service level of primary medical institutions to promote hierarchical diagnosis and treatment, strengthening the ability of telemedicine service, promoting the rational application of new artificial intelligence technology, and promoting the development of commercial insurance.
