Abstract：Public hospitals are the frontline and main force in responding to emergency public health events. This paper analyzes the current situation of emergency medical team construction in public hospitals, and proposes to build a public hospital emergency medical team management model from the aspects of unified management structure, planning science job placement, strengthing the training of medical staff, improving the incentive, and guarantee system of emergency medical team, etc., and explore to establish an action plan of emergency medical teams covering the entire cycle of emergency public health events including symptom period, outbreak period, extension period, recovery period, etc., this paper expects to strengthen the construction of emergency medical teams in public hospitals and improve the emergency response capabilities of public hospitals, this paper hopes to strengthen the construction of emergency medical teams in public hospitals and improve the emergency response capabilities of public hospitals through the above measures.
