Construction of multi-party governance and recycling mode of expired drugs for rural residents

Abstract:For a long time, expired drugs have seriously harmed the health of rural residents, it is urgent to explore the drug recycling management model. Firstly, according to the theoretical logic of “mining comparative of characteristic governance mode”, this paper constructs a multi-party governance mode centering on the government, enterprise health units, universities and scientific research institutions to overcome the defects of relying on market or government single-center governance mode. Secondly, based on the field research data Chongqin, Sichuan and Shanxi, three expired drug recovery modes and explored, namely, door-to-door recovery mode of expired drugs by rural residents, medicine delivery mode coordinated by government, enterprises and institutions, and volunteer service mood led by village cardes. Finally, combined with practice, the paper puts forward three policy suggestions to strengthen financial guarantee, strengthen policy incengtive and increase information disclosure, this paper to healp the national “healthy china stragtegy”.
