| Analysis on the allocation and utilization efficiency of traditional Chinese medicine health resources in Hu’nan Province |

Abstract Objective To sort out the current situation of the allocation and utilization of traditional Chinese medicine health resources in Hu’nan Province, and evaluate the utilization efficiency of traditional Chinese medicine health resources. Methods Descriptive statistical methods was used to analyze the situation of the allocation and utilization of traditional Chinese medicine health resources in various medical and health institutions from January 2015 to December 2017, and the utilization efficiency of traditional Chinese medicine health resources was evaluated based on data envelopment analysis (DEA). Results From January 2015 to December 2017, the allocation and utilization of traditional Chinese medicine health resources in Hu’nan Province increased year by year. Among all kinds of health institutions, only traditional Chinese medicine hospitals and traditional Chinese medicine outpatient institutions had the same scale remuneration, and other types of institutions were in a state of increasing scale remuneration, with an average comprehensive efficiency value of 0.21. Conclusion The two-way proportion of traditional Chinese medicine health resources in Hu’nan Province should be increased to achieve the optimal allocation of resources; highlight the characteristics and advantages of traditional Chinese medicine health services, and improve the utilization rate of traditional Chinese medicine health resources; strengthen the construction of high-quality connotation of traditional Chinese medicine health institutions, and seek high efficiency of institutional services.
