Abstract Midwives play an important role in ensuring the safety of mother and baby. With the opening of the two child policy, the number of high-risk pregnant women increased, the quality and quantity of midwives are put forward higher requirements. However, the midwives' intention is not ideal in China. The overall stability of midwives is poor, and there is less research about the retention of midwives. This paper summarizes the influential factors and intervention measures of foreign midwives' intention, puts forward some advice to promote the role of China midwives' intention, in order to meet the current two child policy needs. Finally, hope to improve the maternal and child health.
