Abstract In "three noes" patients emergency medical treatment, medical institutions can assume the moral responsibility, practice, implementation of the effective treatment. The main problems are medical arrears problems, and lack of professional treatment of the system of embarrassment. The basic strategy to solve these problems include accepting social work in perfect "three noes persons" treatment of social organization, to strengthen the "three noes persons" treatment of publicity, the establishment of system of "three noes persons" treatment, improve the quality and level of treatment work of "three noes persons".
