Abstract：Poverty and return to poverty due to illness ranks first among all causes of poverty, which has become the difficulty of the current work of poverty alleviation. This article takes the survey results of two counties in Xinyang City, He′nan Province as an example, to introduce the main measures to implement local poverty alleviation. At the same time, it compares the gaps between the health protection services of the general population and the poor, the compensation for disease expenditure, while dissects the problems caused by the measures of compensation after event in the existing health poverty alleviation work, and analyzes the causes of the poor people′s insufficient self-development ability and the impacts the effects on poverty alleviation. In addition, puts forward a few suggestions on the sustainable development of poverty alleviation: improve health-related poverty alleviation policies and measures and establish an early warning mechanism; establish a multi-funded critical illness insurance system to ease the pressure of local finance and medical insurance funds; clarify the responsibilities and obligations of the poor in health poverty alleviation; establish poverty relief groups, strengthen community guidance and organization stand by.
