Abstract：Grassroots medical and health institutions play an important role in protecting the health of urban and rural residents and is our country medical and health service network bottom, and talent is the most core problem in the primary medical system. The construction of grass-roots health talents has important strategic significance in the development of health undertakings. This paper takes the opportunity of the Changsha Committee of The Chinese People′s Political Consultative Conference democratic comment on the “construction of grassroots medical and health service system” of the municipal health and family planning commission in Changsha, through the methods of centralized investigation, field interview, questionnaire survey and so on, this paper analyzes the status and existing problems of grassroots health personnel in changsha, and puts forward reasonable suggestions. In order to help strengthen the soft strength of primary medical service, improve the recruitment, training and promotion mechanism of primary medical and health personnel, so as to improve the ability of primary medical and health service, and rapidly promote the establishment of health Changsha.
