Abstract：In order to cope with the increasing aging of the population and establish a perfect medical care and pension system for the elderly, this paper introduces the experience and Enlightenment of Qingdao, which is in the forefront of the whole country in the exploration of the mode of the elderly through field investigation and literature retrieval. Therefore, the corresponding suggestions and strategies are put forward to provide a reference for the formulation of China′s pension service policy and the planning of the construction of pension institutions.
