Textual quantitative analysis of healthcare reform policies on role of joint reform of medical service, medication and medical assurance in past ten years from perspective of policy tools

Abstract：The new healthcare reform, which began in 2009, emphasizes on the joint reform of medical service, medication and medical assurance. This paper makes a textual quantitative analysis of 53 national-level healthcare reform policies in the past 10 years from both the perspectives of policy tools and three system dimensions of "three-medicine linkage". The results show the usage and evolution of policy tools in the aspects of supply, environment and demand, and preliminarily analyze the relationship between policy tools and the "three medicine linkage" system. From the perspective of policy tools, this study explores the path of development and change of healthcare reform policies in the past 10 years, and analyzes the effect of healthcare reform policies on the three systems of "three medical linkage" and the linkage relationship between the systems, which provides a useful reference for the further promotion of health care reform.
