Abstract：Public health emergencies are an important test for the ability of leading cadres to manage health emergencies at all levels. As the key force of health emergency management system, it is very important to set up a contingent of health emergency management cadres matching with the current development. Health emergency management training and system construction is an important way to improve the ability of health emergency management of leading cadres. Based on the present situation and training demand of health emergency management training in our country, drawing lessons from the beneficial experience of developed countries, this paper explores the construction of health emergency management training system guided by training demand, led by the Party committee, led by the government, coordinated by various units and responsible by training institutions, so as to provide reference and enlightenment for the development of health emergency management education and training in our country.
